70HP Johnson loses power

I recently rebuilt my early 90s 70hp johnson and put new standard rings in it and had my mechanic tune it up (carbs). The engine starts fine, idles fine, and takes off ok. But about 5 minutes downriver it loses power to the point if I let off the throttle, it will cut off. Usually I will stop and fish for 30 minutes or so, then the boat will be able to take off again, for about another 5 minutes and I have to repeat the process. I'm wondering if the rings are possibly the wrong size. They come in +.020 and +.030 also. I just dread having to pull it all apart again. Can anyone help?

More info: The compression (if I remember) was about 80-85# in each cylinder.
