70hp vtr reverse problem

the motor goes into forward fine but reverse you have to have the cover off and move the lever yourself. the cable on the motor side is adjusted all the way toward reverse. are there adjustments in the controls or is this like a wear and tear issue.

no idea its not my boat and i dont live all that close to the guy. it a 88-90 ish year model
