The linkage between tiller handle(the second part) and I guess throttle control(where it goes into engine housing) is siezed. any help or should I buy manuel. it is an 18 hp.
Plastic bushings are used where the parts rotate. Corrosion sets in around the outside of the plastic bushing and squeezes it tight against the shaft, making it hard to turn. Whichever one is tight, you have to take it apart and clean the corrosion out, then grease it and reassemble. It should work like new then.
