71 johnson 50 hp. won.t go forward

HI ALL. my motor with the muffs on seems to shift just fine but in the water it goes in reverse great but not forward the shop can't fine the trouble. any help would be greatly appreciated. ps. this is a elec. shift & shop says thats all working fine HELP
