'73 115 johnson ignition issues

I just bought a '73 115 johnson dd not have LU. I found a donor '76 85 hp evinrude for the lower and spare parts. n e way i cranked it over just by touching battery cable to the starter to check compression and spark. both were good. the motor only had spark if i had the control hooked up and key in "on" position. so I've been trying to hook up the control to work choke solenoid and acually crank the motor by using the key. its not working out. with the control connected and positive hooked to the starter solenoid and all harness wires hooked up as shown in wiring diagram in manual the key will not crank it, the choke solenoid doesn't energize (checked it and solenoid does work), and even when trying to short the solenoid I can't get voltage to the starter. I cranked the engin as previously stated and got the motor going first try after its been sitting for 3+ years if i have to i will just put a switch on motor housing to connect positive directly to starter. also the parts motor i mentioned earlier did run and started off the key and i wired the 115 the same way with the 85's controls and still nothing. any suggestions would be greatly appreciated.

Well obviously you are losing juice somewhere. You will have to trace the problem using your meter to see where you are losing it. Could be dirty connection, bad switch, broken wire etc.
