74 85HP Johnson outboard won't kick over for this newbie

I just replaced complete water pump and lower gear lube. Replaced old fuel, and spark plugs. I noticed the primer bulb doesn't stay firm. It cranks over but will only hit if I spray in a little starter fluid but then dies rt away. This is my first boat and attempt at starting it. I removed the fuel screen and can blow through it. Is there carb cleaner I can try to see if something is stuck? Thanks for help in advance.

When you try to start the engine with the choke on, crank if for 30 seconds. Pull the spark plugs out. Are they wet or dry? Wet plugs indicate no spark. Dry plugs indicated no fuel. The hose bulb will only be hard prior to cold-starting the engine. Once the engine runs, it will draw fuel through the hose and the bulb will soften. (it should not collapse on itself, however.)

Thanks got the primer bulb to stay hard. The plugs were dry so I spayed a little gas in each of the cylinders. Then had someone to help spray starter fluid in intake while I cranked on it and away she went
