got my hands on a '74 9.9 Johnson electric start!
friend said he didn't know if it ran. It looks very clean "under the hood", but the starter ain't doing nothin'!? I have voltage at switch but not at the starter, common sense says "switch" but I've got voltage at terminal block. Really just wondering how the power routes around the motor and why there is constant power at terminal block? Also ser# 10e74g, what's the g mean?

The suffix just denotes slight differences during a production year. It's rarely of much importance. There should be a neutral safety switch somewhere that prevents it from starting in gear. It could be bad or out of adjustment. You could also have a bad starter solenoid.

Follow the lead from the terminal block to that switch under that black lever on the block. This is the start in neutral safety switch. Push in on the button and see if it cranks. Sometimes these switches will come out of adjustment. If it cranks, make sure the engine is in neutral and losen the two 5/16" screws that hold the switch to the block. Adjust the switch against the lever until the button is depressed and tighten the screws.

The "Outboard wont start" in Engine FAQs can get you started on electrical/starter troubleshooting, gain11.

Good luck. :)
