'74 Evinrude Flooding

'74 Evinrude 25hp is flooding and won't start. This engine has sat up for probably 15 years. I've gone over it and done the typical inspections and maintenance. Now when I finally tried to crank it for the first time it flooded immediately. I installed a new float valve when cleaning the carburetor and it is sealing. It seems that it's just pulling too much through, it's even leaking out of the throat of the carb body once I start pulling, but not before, not even when priming. I was studying the microphiche and noticed #21, I am not sure I saw this part, does it seal the end of the main jet tower? The end of the main tower is huge compared to other jets on engines this size. Attached is the phiche I am refferencing. Thanks

I don't see any attachments, but maybe the extra fuel isn't coming from the carb itself. You could have a fuel pump diaphragm with a hole in it and sucking fuel straight into the engine. Pull the fuel pump and take a look...

Have you got the float installed correctly ?? Is there a piece of crap underneath the float needle ??

I think that surveywaters is referring to the needle valve retainer BRP part number 0315232

if it has been sitting for 15 years, for sure the carb needs to be redonne, let it sit in some gunk (kleen-flo # 51) for 12 hrs, rinse your carb in water and then with brake cleaner, blow air into it, install new welch plugs,then install a new BRP. carb kit. if you had a hole in your fuel pump diaph. you wouldn't be able to feed fuel to the motor, you will have to pump the primer bulb to keep it going

did you blow test the carb after cleaning it ?

air IN right side up
NO air in when blowing in the fuel inlet with carb upside down !!

did you install the float correctly or upside down
