do it from the inside.
Remove all of the wood.
Figure out thickness and decide how many sheets of ply you need to laminate together to get you to the desired thickness. most use two 3/4 inch.
no need for marine, very dry PT PLY or exterior PLY is fine.
Resin:
epoxy or poly. your choice.
if poly must use matt then cloth.
