I have a 75 25 hp Chrysler outboard it ran good last summer but I can't get it to start this year. I have dumbed fuel inside the cylinders and nothing so pretty sure I don't have spark. Wondering if my motor is not ground right and will it start with out a ignition.

you're gonna have to check whether it has spark or not...
you can start it with a rope around the flywheel but it won't start without spark..which you know anyway
if it's a '75 it's a magneto ignition so has points/condensers/coils...one of those or maybe all needs cleaning or replacement..you're going to have to pull the flywheel to check the condition/ gap of the points and the flywheel key way

also, check the compression as well,

It has compression an not sure if the power pack is bad or if my motor is not grounded right

I had the same problem u do, no spark. For me it turned out to be that i needed new points and wires.
