75 hp Chrysler Outboard Fast Idle

Believe the year is a 1975. Fast idle. On the engine, where the Distributor is (I think its the distributor), it rotates when applying the throttle, but will not go all the way back into position when decreasing the throttle to a low idle. I can move it back and it will idle low. Any ideas why it is not going all the way back into place. I have greased it where the grease zirt is.
