75 hp Chrysler Outboard Fast Idle

I have a 75 hp outboard, believe its a 1975. It will not return to low idle when backing the throttle back. I noticed the distributor rotates when accelerating and when slowing the distributor will not go all the way back in position. I have greased it where the grease zirt is. I can move it by hand back into slow idle position. Any ideas on why it won't go back on its own?

Two things come to mind:

1. The grease inside is hardened. Set the flywheel so the marks on top of the pulley line up with it. loosen the two mounting bolts and rotate the mount to loosen the belt. Remove the top pulley and the large circlip under it. Pull the distributor body all the way out of the mount and clean it. Then regrease it and put it back. Just snug the pivot bolt and leave the bolt in the slot just dragging on the mount for the next step.

2. The distributor drive belt is too tight. After cleaning, when you go to tighten the belt: Rotate the mount to tighten the belt so that a .010 feeler gauge pointed like an index finger in the center of the belt deflects it about 3/16 inch before bending. Tighten both mounting bolts fully
