Welcome,You need to post this in the Evinrude Johnson repair section.Someone may move it for you.
Could be any number of things Don't be afraid to offer details that might give us a clue
To the motors history with you.
Poor fuel delivery is a common indication of poor power.
If it was running on 2 or 3 cylinders it might feel ok in neutral.Be carefull not to rev too far in neutral as it could result in a runaway.
See if it responds to a touch of choke,be sure its running on all cylinders,Do a compression check.
A careful tune up with a timing check.

I have 78 75hp evinrude sounded great on muffs but only getting fuel to 2 of 3 carbs clean and rebuild carbs. i never would think these motors would idle so smooth on 2cyl.

Actually there have been times that folks don't realize a 2 cylinder is running on one except for the lack of power.
The 2 stroke can mislead the inexperienced.
