76 thunderbold merc. not fireing

I have a chance to buy this 76 650 thunderbolt. it has been rebuilt from ground up. two gents did this. would not fire for them untill they jumped it. From where to where is the question. If anyone has an answer please reply

Don't understand what you mean that "they had to jump it"? Is the starter not engaging or is it that you don't have spark?
