77 Chrysler 135 idle and WOT problems

Hello, I'm new here and just got a 1977 Chrysler 135 for my boat. I'm having some problems with it. when I start it it idle's rough and it doesn't hit max rpm at WOT. it act's like it has a dead cyl (1 & 2) adjusting the air screw on the top carb does little to nothing. if i put my hand over the carb it will do little to the rpm's. even if i spray carb cleaner into the top carb it does little to nothing. if i did the same as i did to the top carb to the bottom carb it will kill the motor. also some times it will back fire and die. My spark on all 4 plugs is great. I'm getting gas and it's getting plenty of air

things I have already done

compression is 125 125 125 130
new plugs
new impeller
cleaned carbs, air screws @ 1 1/8
cleaned, flushed fuel tank and put in new gas and oil
cleaned fuel filter
checked firing order 1324 and TDC the motor (everything was dead on)
any help would be awesome. we are hoping to take it out this weekend if i can get this problem fixed.

It sounds like the reeds might be a problem.Ethanol is messing up a lot of motors.It's delaminating the inside of older hoses causing clogs in the carbs and fuel filter.Check for soft hoses and junk in the filter on the motor.Check the diaphram J

i was thinking reeds also. so i took the reeds out and they look fine:confused:
