77 Johnson 115hp. Weak spark.

Weak spark all 4 plugs. New key switch, new spark plugs. I bought an original service manual but it wants tests done with a neon tester. Ideas on where to start and what each component test value should be. I have read the CDI trouble shooting book for my engine but not real sure what it is telling me. My background is big trucks, not old 2 strokes. Any help would be appreciated.

Answer needed.------Does spark jump a gap of 3/8" on all leads , yes or no ?

No. It will not.

Some will argue.----I would be taking the starter apart for inspection.-----Then have the battery load tested.----Then inspect battery cables.------Note -----that no money needs to be spent to do these steps.

Brand new starter and battery. Turns over fast. I should have put that in my post.
