'77 Johnson 55hp- Adjustments following rebuild

I finished reassembling everything following .030 overbore and piston replacent. The lower piston ring stuck and scored the cylinder.
The motor was a little hard to start and runs a little "rough".

I left all the carb linkages as they were, and left the idle stop and timing stop bolt as they were.

I am wondering in what order I should start to
make adjustments? This motor is new to me and I'm not sure things were correct when I got it, I have just left them alone.

I also notice the warm up lever and throttle handle seem to be a little out of adjustment for what is shown in the service manual.
I assume those adjustmemts are last.

Disconnect the throttle cable at the engine
You need to check to see if both carbs are fully closed with throttle retarded, adjustment on the linkage between the two might need adjusting
You need to check, possible adjust max timing advance
You need to check, possibly adjust pickup timing(link and sync)
Adjustment of engine idle speed and mixture(the mixture will affect idle speed) under load in the water
Once idle speed is correct, with remote in neutral, and fast idle system disabled, reconnect throttle with just enough preload to hold linkage against idle stop

I may have missed a step or got the sequence wrong, but someone will point that out

The parts book does not show " slow speed mixture " screws on this model.

Okay thanks for the replies.
So do I need to set the full spark advance stop bolt first? It seems that the other levers and throttle cam operate back from that point.
If so, whats the best way to do that? Running or not.

Okay, I read the Joe Reeves timing article.
My engine calls for 19 degrees advance. I pulled both plugs out and put a 7/16 spark gap tester on the top cylinder, and clamped a timing light around the plug wire. I cranked the motor over and adjusted the rubber stop to 15 degrees.
I don't see anything about a "Fast Start" feature in my service manual on this motor so I will assume it doesn't have it.

Everything sound okay so far? I have a question about the throttle cam setting but wanted to make sure this was done properly before I continue.
