77 Johnson 65 HP 2 cylinders not going

I have a new problem, out of water my engine idles and runs well, but on the water it won't go into gear without dying. I've tried idling it without the two lower spark plug wires connected and it still runs, I've tried revving up the other two carbs and when revving, they don't seem to even do anything, as if 2 of my cylinders aren't working, is this an electrical problem or what, any help would be greatly appreciated....

I am new at this and trying to learn, but do you have spark at all cylinders?

Ok, so I've found out that I dont' have any spark going to 2 of my lower plugs, Could this be a power pack issue, also, I've found out my motor is not a 1977, its a 1973
