78 Evinrude Carb Removal Bolt Problem

I am trying to remove the carb from my 78 evinrude 35hp. I am down to the point of needing to remove the two bolts connecting the carb to the engine. The left bolt easily came off and I could get the wrench in. The right bolt, is very difficult and I cannot get any wrench head in to loosen it. The right bolt is pretty much locked in by the air tube on the left, and the starter on the right. maybe 1/8th room on both sides of bolt. Is there an easy way to bget at the bolt I am missing? It almost appears I have to somehow take the starter out??

You'll have to take the starter mtr and bracket together off of it.
