78 Johnson, Fuel problems?

I rebuilt my carbs on my 78 115 jonny couple of months ago and I have some questions. Right now it seems to be running fine except the idle is high in neutral. When I shift into gear the idle is very close to 650-700 so that seems normal.. When I start the motor I have to Choke every time unless I'm starting up right after shutting down.
My question is, when I choke I get fuel out of the carbs.
After I rebuilt the carbs I was getting fuel out of the carbs while it was running so I bent the floats up past parallel gradually until it ran without fuel coming out of the carbs. This left the floats way past the parallel to the point where the bottom corner of the float was a little past the top of the float bowl. Is this normal?

Sounds like you are compensating for some other problem with the carb by bending up the float like that. I would guess that your float should be parallel(or close)with the carb body.

When you rebullt the carbs did you actually rebuild them(replaced float seat, needle, gaskets etc etc) or just gave them a good cleaning?

I used kits and replaced and cleaned all of the replaceable parts. One of the reasons for cleaning the carbs and rebuilding the carbs was the motor was running rich and spitting fuel. After the initial rebuild it was pretty much the same until I adjusted the floats.
