Trying to remove power head, won't separate from shaft, shaft pulled out of lower unit. Tried heat and penetrating oil. Any suggestions for removing without breaking?

I wouldn't use heat. I have had the same problem numerous times. Try leaving the engine upside down on the flywheel and each day put a few drops of PB blaster on it. Take a 2x4 chunk and put it on the end and tap it with a hammer . Using a channel locks up on the shaft where it won't hurt anything if there is a little scarring work it back and forth with some pulling/lifting. Try this each morning and night. The last one took two weeks to get out When you get it out clean it up good and put some never seize on it before putting it back in. This is another reason why I change water pumps on my engines every three years just to make sure the shaft will come out.
