79 35hp surging issue

I am still having surging issues at low and mid range rpms. Rebuilt carb, new fuel pump, fuel lines, plugs etc. etc.......I was told that possible the throttle roller cam is not synchronized with the spark advance and I was given instructions on doing that. I may not be doing it correctly and since have lost the instructions so I cant double check myself. Could someone please post those instructions again and in very simple terms. Thanks in advance for any help.

I didn't see your previous post, so this my be pointless. Did you check this engine for even compression?

Yes, checked compression before I even started this project. If I remember correctly both cyl. were around 130. Thanks
