79 55hp No Water Pee at idle

My buddy has a 79 Johnson 55hp and we can't get it to pee any water at idle.When you idle it up just a little it will pee but also shoots out ALOT of air.At full throtle it seems to pee just fine.We just put a new water pump in it and have double checked it so i don't think thats the problem.Could it be a themostat problem??Thanks for any help guys!!!

That would be the next thing to replace

Thermostat or pressure control valve stuck open perhaps.
