Noise? Like clack clack clack....?
These motors are either In Gear, or Out of Gear. They do not use a Friction Clutch, where there is Slippage, so NO Easing it into Gear. Try unhooking the Shift Cable, and Shifting it at the Motor, make sure the Engine is running, or have someone turning the Propshaft(make sure the Ignition is Off, better yet, unhook all the Plug Wires, and Ground them). There has to be rotating parts in the Lower Unit to prevent the Shift Linkage from being Damaged.
That Motor is over 45 yrs old, and maybe the Clutch Dog and the Gears are just worn to the Point where the Dog can't remain in gear under High Load.
