79 Evinrude 85hp idle problem

Hello, I am new to the forums here. As stated above, I have a 1979 85hp Evinrude that was running great until this weekend.
After running good for about a 1/2 hour on and off the motor started idling very high.
It started idling around 4k rpm. I took the motor cover off and realized that the throttle linkage was not returning to the normal idle
Position. When I lift the warm up / starting lever then lower the lever back down the linkage never returns to normal idle.
The only thing that has was different from prior use is that the rubber piece that goes around the cables that stops water from entering
The engine compartment came loose and fell out. I put it back in when i was getting the boat ready for summer. After this started I pulled it back out to see if that had something to do with it, but it still does it. Any help would be greatly appreciated.

You've not given us much info to work with. Pretty hard to make a diagnosis at this point. A couple of random comments. That rubber part is probably not the problem you need to address. You have correctly identified it's intended purpose. Possible the cable holder clamp may not be holding the cables solidly just inside the lower cowling from that rubber part. That spring steel clamp should have two bolts which secure the engine cable ends just inside the cowl. Make sure they are both secure and that the cables are held securely. Sometimes the timing linkage can get disconnected and cause errattic rpm fluctuations: make sure the link arm between the spark advance lever and the timer base is still connected. If one of the ends of the link arm comes out of the ball and socket, rpm's can fluctuate. If you are unsure of the terminology of these parts, you can check them for your specific engine on the factory parts website: epc.brp.com.
