79' OMC Mercruiser Won't Turn Over

I have a 79' OMC mercrusier, I put in a new battery the other day and turned the key to make sure I got a sound and a turn over. Instead I got nothing, not even a clicking noise. This boat has not been used in over a year so. Any ideas to why it doesn't even turn over?

Bat. cables connected properly?<br />Bat. cut-off switch turned on?<br />Starter solenoid frozen up? (Try tapping on it with a screwdriver handle.)<br /><br />Just simple stuff, but doesn't hurt to try.

Use a volt meter and make sure you are getting voltage to the ignition terminal on the starter solenoid when you turn the key to cranking position. Also make sure that you are getting voltage to the main solenoid terminal. Check the grounds too.
