79 omc outdrive tilt clutch stuff

So i have my gears, an clutchs, spacers out on my clutch assembly for my tilt housing. Until i got to last gear the big brass one that meets with the worm gear it wont come out im confused it wont spin. My worm gear spins an i have electric motor for it out up top. Is that big brass gear supposed to just come right out or is there a trick im not seeing.

You have to get the worm gear out, remove the 3 bolts on the rear of the housing. You will have to put the clutch pack back in and rotate the shaft where the lift gear was and use channel lock pliers to rotate the shaft which will push out the plug and worm gear.
