That left the factory with those drive balls.---Are all 4 in the right place ?----Shift pin in place the right way ?---Or is there an older gearcase with clutch dog installed?

Sorry not sure about the clutch dog. Is it located in the lower gear box? I disassembled the lower unit by mistake, I thought it was put back together properly but since it stays in forward and the shift lever has no effect on it.

Sorry ---I can not see your motor or the parts.---Did you find 4 drive balls in this lower unit , yes or no ?

It does not have the usual type of dog clutch.

The drive is transmitted by the 4 little balls , #33 in the parts diagram on this site

But I cannot figure out what would be wrong for it to be stuck in forward gear when if the lever is moved to N or R
The cam, #29 cannot be moving the shifter #12 for some reason and disengaging forward.

Spring #10 and cam in position ?

Thanks to all for the input, for clarification the motor is a 1980 8 hp Evinrude. I believe the shift cam is out of position, I will check it out and let you know what we find, thanks.

Now we are getting somewhere.--But the 1980 model was a 7.5 HP !-----The proper identification helps.----Maybe the shifter pin fell out of the propshaft when you were not looking.

Could be, I'm having an outboard mechanic I've used in the past help me out. I'm pretty sure something is out of place because it was working fine before I messed with it. Thanks

The model number you quote in the heading is for a 1988 8 hp model !

Which is it a 1988 8hp or a 1980 7.5 hp

I dont think you can assemble it with the cam "out of position" but maybe it could be upside down ??????
If its a 1980 model the plunger #33 could be missing
