I have my parents boat a friend and I are trying to fix up that has been setting for a while.

The tilt/trim does not want to respond up or down. A very light click can be heard but not the loud solenoid click you think you should be hearing.

What could this be?

Yes it is. We even put a jump on it from a vehicle at the same time for a little more boost.

Do you hear the motor running at all? Your model has the older style trim solenoid box which controls the function of the trim motor. The box is remotely mounted under the spashwell of the boat. It has a single solenoid inside which controls the trim up function only. If it is clicking, then it is responding to the switch in the control box handle, meaning the box is powered. There is a fuse in that box, which is probably OK if the solenoid is clicking. If you are electrically inclined, remove the control box cover. On the cover back is the wiring diragram for the box. The leads going to the motor are there also. You can disconnect the motor leads and test the motor by connnecting direct to a battery. I'd also check the control box switch leads for proper function.
