81 50hp, no wot

Hello all, have been reading this forum for a long time but this is first post.
I recently aquired an 80/81, 4cyl, 50hp, merc. This motor had been sitting for a while, so after a few weekends of work got it running. Problem is i can't seem to get to wot. According the the tach i am using only get 3100 rpm. It shows idle at 600 which i think is about right so i am pretty sure the tach is correct. This motor is on a 16 ft jon with average weight, console steer, 14p prop. I believe the gearcase is 2:1. During the repair phase I replaced the stator, trigger, 1 ign coil, rebuilt carbs, replaced exhaust midsection and set timing and throttle according to merc service man procedures. Compression test 120, 120, 115, 120 top to bottom. I know this probably sounds like an overpropped engine. What makes me doubt this is that i had a 15p stainless prop on the 86 35hp, 2cyl that was on the boat before and i ran great. Am going to experiment with less prop and see what happens. Any ideas or suggestion would be greatly appreciated.
