81 Mercury 40HP fuel starving?r

Working on a 81 Mercury 40hp, motor starts and runs great. But it will die after about 2 minutes of WOT. I have noticed that the fuel sight bowl is draining to almost empty? Also when I pump the primer bulb fuel leaks around the sight bowl where it screws on, is the supposed to be a o-ring of some sort? I have put new primer bulb,fuel pump gasket kits on motor.

Should have "some" kind of seal there. Without it, you can't pull a suction to draw fuel in. All you are doing is sucking air into it. When you pump the bulb, it should get hard after a few pumps and you shouldn't see leaks anywhere.
