82 90HP V4 Johnson outboard throttle cable problem

I cannot reach high rpms even though my throttle handle is all the way down forward. It used to run pretty fast ...30mph and now it barely goes to 23mph with the same load. I suspect the throttle cable slipped. I have the Seloc book but the area of cable control is pretty confusing. I have taken the control box apart and did not see anything broken or worn out.
Where would be the cable slippage area?
What should I look for first? How do you use the screw type things (small wheels) right where the throttle cable goes into the motor?
