'82 Mercury 25hp no power in reverse

On the above engine the throttle and shift are built into the tiller handle. The throttle works fine in forward but will not go above an idle in reverse. The mechanic that worked on it said that was a built in safety feature. Is there a way to adjust it so there is some power in reverse?

Sherry L, I had a similar problem with my engine which is just like yours. What you don't say is, if that when the engine goes into reverse, does the throttle handle turn and not rev the engine? Or, once it goes in reverse does the throttle handle quit turning? My engine did the latter and also caused the forward/neutral/reverse indicators to be off. What the problem turned out to be was there is a washer that rides on the shift shaft runs up to the power head and hooks to the shift liinkage there. This washer was missing on mine and causing the rod to bind up. It would go in reverse but the engine would not rev any higher than an idle. Since puting thte washer back on the shift shaft my engine will turn plenty of rpm's in reverse.
