'83 25hp starting woes

i recently bought a 25hp 1983 johnson electric start outboard that was missing a powerpack. I got the powerpack and tried to test run it in a bucket today and it did not start for awhile it wold pop out the exhaust, is this called sneezing? water would splash violently out of the bucket. i did get it started without using the choke and it ran good for about 10 minutes then died when i was messing with the throttle. i tried to start it again but could not and gave up after another ten minutes. i know i have fuel and a good strong spark but i dont know if it is at the right time it would sort of run when i was cranking but if i let off the button it would usually ?sneeze? then stop. also How violent should the water be in the bucket when it is idling? it is currently making big splashes making a good amount of water exit the bucket just from the exhaust. what does the black thumb srew on the front of the carburetor do?

If the motor has set for a long time you will have to go through the fuel system with attention to cleaning.Especially the carb,special attention to all passages and jets.If you had the flywheel off did to torque the nut to the proper specs?Usually if a motor has sat for a long time it will run but gradually
begin to fail and operate poorly.
A sneeze occurs while running and comes out the carb.usually rythmic at steady intervals.Caused by a lean condition.
Your pop was probably fuel igniting in the leg.
You need a good big barrel with the motor imersed up to the mountinmg bracket.I run my 50 merc in a 40 gallon barrel.You do need to keep a hose handy to keep the water level topped up.
