83 mercruiser 260hp y-pipe problem

im trying to puy shutter valves in the top of my y-pipes i installed them with the shaft showing towards the top and the bushings pushed through from the inside of the pipe wich seems the only way however they dont move freely when installed they can be pushed open and closed with your finger but they wont fall open they move freely when not installed i check and i seem to have the right part unless there was some y-pipe differences that i am unaware of my y-pipe in round but my shutter valves are oval.

They are supposed to move freely, but not fall open. When the engine is running, the exhaust will open them with no problem. When the engine is not running, and water tries to come up through the exhaust the water pressure closes them. The reason they aren't round is so they won't just spin in the exhaust y. They can only go so far. If you look directly down on them the have a round profile when at an angle.
