83 Suzuki 60DT Engine doesn't start

I have a 60hp 1983 Suzuki DT60 Engine. The water pump of the engine wasn't working and it overheated and turned off. Now the cylinder pressures are 72 and 94 psi. Engine doesn't start. The fuel pump will not pump fuel. However the engine won't start even if the fuel is pumped manually. Are the cylinder pressures too low or what might be the reason for the engine not to start? Does the fuel pump take it's pressure from the cylinders or how is the pressure made for the pump?

Please help if you can.

It will never start, you seized it .... if you are lucky maybe only a couple of gaskets went ..... if you take out all the spark plugs, does it tun over freely ... any weird noises? But just know that the whole motor now need to be overhauled ....

The fuel pump creates fuel pressure. Vacuum pulses from the engine crankcase operate the fuel pump. By overheating the engine you either popped a head gasket or the piston rings lost their ability to seal and compression is now too low. Pull the head and have a look. If the cylinders show no signs of scoring, replace the head gasket and recheck compression. If it has increased to something over 90 PSI it should run. But it takes compression, spark and fuel. Lose any one of them and the engine will obviously not run. Did someone pull the kill switch lanyard by any chance?

Sparks works ok, and fuel pump is also flawless. I opened the cylinder head and the cylinders seems to be ok. There are no scrathes in the cylinders and the pistons seems ok too. I'm going to replace the head gasket and piston rings and have the cylinders honed. Hope that will solve the problem. I still doesn't understand why the fuel pump doesn't work while there is some pressure in the cylinders, is the pressure just too low or does the pressure difference have an affect also? Thanks for your help.
