84 evenrude 35hp...saga continues

ok so I took it to the shop and they reREbuilt the carb $168, and drop test shows the top cylinder has good spark but wont fire and it seems to be fuel in the cylinder. Guy says that it could be the reed valve?? Says it could be drawing way too much fuel if one of the reeds is cracked or bent. They want $300ish for this. I have looked at doing this and it doesnt look that difficult but I just want to know if this sounds like it is a plausible diagnosis or not. Thanks for any help.

Sorry ----If one of the reeds is bent it will not draw " too much fuel "----Find another mechanic.-----Inspect the diaphragm on the fuel pump.-----Easy to do.
