84 johnson gt150 reverse problem

If you watch the shift linkage on the outboard with the cowling off, the likage will just sit there and bump itself out of reverse. It really feels like the omc controls might be the problem but when i split that open I couldn't find anything wrong. If you unhook the linkage and shift the arm with your hand it still sits there and tries to bump itself out of reverse. Could this be caused by reverse gear damage or could the linkage inside the outboard be mess up or out of adjustment. I don't have a problem with just replacing the gear set in the lower unit but i just want to make sure its not something easy first.

any insight would be appreciated. I have the manual for this outboard but it pretty vauge on trouble shooting.
