84 Stringer 800 reseal but got oil/water leak when tilted up??

Completely tore down the outdrive, couple new bearings and all new seals, seals back to back with permatex, followed manual and exploded views, put muffs on and now got oil water leak comming out the front anode area when tilted up. What did i do wrong?? guess something in the upper unit.

pressure test the upper. did you put the same shims back in the upper under the exhaust housing cover? how many shims were there and how much up and down play do you have between upper and exhaust housing/lower?

Tks for reply, in answer to question, yes there were 5 shims under the ex cover and they all went back in, seems like its pretty tight when you try to turn the steering wheel. Futher in vestigation when i took out the lower drain plug got lots of water in that, the upper oil is fine,a bit low in oil from when i filled it, guess it tear it down again time to investigate, maybe a seal lip got turned down when i put the upper and lower together. This s my first outdrive job, but took my time doing it studying manual as i went but something i screwed up for sure.
