85 7.5 mercury not pumping water

hello everyone i got a 85 7.5 mercury that i bought a while back and i can't get it to pump water the water pump is brand new when i start the motor up exhaust comes out of the pee hole and nothing else, i also took off the hose leading away from the thermostat housing and blew threw it and air came out of the exhaust port below the cowling is this a problem?

If the motor suffered from severe overheat than do this.---------Remove the powerhead and inspect the plastic washer at the top of the water tube.------It melts and then blocks waterflow to the engine.---------Testing with air proved nothing !---------Do not over think this simple problem.

How do i go about removing the powerhead?
