85 bayliner capri carb seems to load up at times

i bought this boat it has a 2.1L volvo motor and at times it seems like the carb loads up on it i can take off and it will take a while to plane out and then runs good but at other times it wont even plane out it just seems to bog down. any ideas on where to look i replaced the fuel pump and the filter and no help the guy i bought it from said he rebuilt the carb

Sounds like carb issues to me. Maybe it just needs to be adjusted. I would take it apart and check it over, float height, etc...

Or, maybe you've got water in the gas...do you have a fuel/water separating fuel filter? Could be a few things. What about the last tune up? points, plugs, dist. cap, rotor, etc.?
