85 force won't start II

Greetings all, i have a o/b 85 force bayliner that attempts to start but doesn't turn over. I took the cover off and u can see the starter shaft move up and engage the flywheel but it doesn't turn over, it actually seems to lose power everytime i turn the ignition- i mean it sounds alittle slower with less power if i continue to turn ignition key to start. Your expertise and opinion is greatly appreciated.

I just put new spark plugs in
the battery has a charge of 12.5 volts

Have your battery load tested and check all the connections. Look at the cable lugs very closely for signs of corrosion. They can corrode inside where you can see it causing that problem. A voltage drop test will show any problem like that.
