Don't know how many Chrysler/Force outboards you have had but I tend to think it is operator error in starting. Like all outboards they need to be choked to start when cold, that means on this particular model the key if wired properly must be held in while cranking to give that extra fuel required. What happens when you tilt motor is the floats come off their seat and gas runs out into throat of carburators giving you that extra petro to start. A lot easier on battery to try mentioned method. Make sure that when key is pressed the shutters are closing all the way.
