85 horse l drive will not power up in forward gear

I have an 89 Bayliner Capri with 85 horse l drive good compression,have went through Reed valves carberators,new trigger and still only plows in forward gear it runs great in reverse but not forward I am baffled any ideas?

Does the motor rev up as you throttle up?

Does it rev up and not go anywhere?

Yes to any of the above questions? change the prop.

No it only revs up in reverse, when I give it full throttle forward the carbs are wide open the trigger is moving but will not go above 2500 rpms I have adjusted trim still nothing but in reverse runs like a bat out of hell
