Start with checking the compression and spark. The recirc system won't make that much difference in the way it runs. That's just for using unburned fuel.
Check the fuel pump for a bad diaphram.
Then the idle in gear/warm should be about 750-800 rpm.
1st post in the Force section is a linc and sinc by FrankA.Do as he suggests. Then reset the air screws. All the way in and out 1 and 1/16th turn out. Then motor running, warm and in gear.Turn the air screw in till it makes the motor buck.cough.stutter or stall. Then out 1/2 turn.
Do this twice. Then reset the idle.J

If you have 150 psi on all 3, spark on all 3, you've checked the reeds... its got to be a carb/fuel issue I would think. Double check the floats maybe? You could even swap the carbs around. Timing is worth a good look also, must have/borrow a timing light. Read about "static timing" to driveway tune. Does it start up easily?

#2 runs the fuel pump. You check that?
Have the carbs been cleaned latley?Maybe the floats need adjusting. The needles are clogged.
Check for water in the gas?
All three plugs burning right?
