85 HP Evinrude Won't Shift

Just got a 1978 85 HP Evinrude. I had to install a new (used) control as original was badly damaged. Checked cable movement before installation. Both gear selection and throttle cables moved freely and correctly, gear cable moved first followed by throttle.
Before hooking up cables, I tried to move components by hand. Throttle opened and closed as it should. I could not move gear selector by hand, assumed I needed the extra force that the cable could exert.
After hooking up cables to motor, gear selector would not move into forward or reverse.

have some one turn the prop, when shifting, the gears have to rotate to line up.

Had someone turn prop while I tried to select a gear. Still no success.
I am not familar with the working of the lower unit ( gears, levers ).
Can anyone direct me to a parts diagram?

Corrosion may occur where the shift rod goes through the cover and can freeze the rod up. If you can't shift in either forward or reverse, I'd look there first.
