85 hp force carb fuel dump

The middle carburetor on my 85 hp force is dumping fuel out of the jet on the left side of the carburetor while running. What is the cause of this? I had the carbs rebuilt at the local marina and just replaced the gaskets and seals on the read valves read valves seemed to be in good condition.

Looks like the float needle not seal as it should.
Can be debris, the needle tip or the seat that is the issue.

The needle is the wrong size?
The needle's tip deformed/missing?
The seat's seal bad, missing?
Bad float?
