Sounds,to me like you are having the same issue i had w my 65hp chrysler outboard i found two problems to be the cause one was that my fuel lines from my tank to my bulb were housing dead bugs from sitting this caused the motor to starve for tuel another was that my floats and fuel mixture screws were improperly adjusted after fixing all of these i seemed to no longer have this problem .i have found that to save yourself a great deal of headache its easier just to go ahead and buy all new fuel lines hoses and clamps rather than look for where the kines,are sucking air or clogged and/or leaking .hope this helps thanks .
