Unless you messed with the timing during your repairs, usually these engines don't need re-timing. Possible that the flywheel key is sheared. When that happens it will immediately be out of time and won't run-may backfire out the prop or even the carbs.

And no never messed with timing brother in law messed with a set skew on the motor I believe it's 4 the carb linkage because it's on a roller action lever that opens the carb linkage

Sounds like he messed with the carb cam follower screw if hes turned it , it will alter the carb butterfly's . on the cam follower there is a mark on this mark should line up in the center of the roller & at the same time the butterfly's should be closed .

you might of swapped some wires and have them firing the wrong cylinder.
Take out all sparkplugs and mark tdi on the flywheel for all cylinders and use a timing light to check that the coils are firing the correct cylinder.
Keeping on trying to run a motor out of time can do over your conrods/bearings etc quickly

If he messed with the link rod between the spark advance and carburetors cam, he may have the carburetors opening too soon with respect to the spark advance. That can/will result in lean sneezing, often confused with back firing. The roller in reference to the mark is a different subject. That is adjusted by the screw holding the roller arm, not the link rod.

The factory servcie manual for your engine details the sync-and-link procedure. Best to be working from one on this procedure. Hard to explain here in one paragraph. Check out this website: outboardbooks.com They will have your original service manual for sale.

You definitely need the correct service manual for your motor, that being said, if you are like myself & need to make some repairs while you wait for your manual to arrive, I downloaded a copy of my manual from a place called tradebit.com for $5 & got it instantly on my laptop. Just an idea. Good luck. Jim.

I have the '69 and the '72 manuals and the procedure is different between those two. So, the '70 may be the same as one of those, or it might not be. Shows the importance of the correct manual though.
