85 v4 arcing in distributor

I have a 71 or 72 85hp v4 that was cutting out real bad. I noticed a high pitch squealing sound coming from the flywheel. When i removed the distributor cap and with the key on and all the spark plugs out there is a constant arce inside the cap as well as on one of the spark plugs that are grounded. Just wondering if my coil is bad or my disributor cap or somthing worse. Any help would be great thanks. There is a burnt looking spot inside the cap were it has been arcing, but it will arce all over the inside of cap sometimes. With the key in the on position and not in the start.

I've seen this happen quite a few yrs ago and it turned out to be a bad pulse pack. You may also need a new dist cap.

anyway to test these items to make sure. Also my model and serial number dont match the engine nor does the number on the freeze plug. How can I no for sure what year and model i have . It is an electric shift and my plate shows it to be a 75 but I no that is incorrect.thanks for the reply.
